In 1996, the Council of the City of Jacksonville voted to approve Bill 96-1105-667. The Bill proposed establishing a new Part 9 to Chapter 126 in the City’s ordinance code. The ordinance revision outlined the framework for City funded art projects. On April 11, 1997, Mayor John Delaney signed the Bill, approving ordinance code Chapter 126 Part 9. Thus, Art in Public Places (APP) was formed.
